I reproduced this with Win10 x64 up to date on 4/11/2020 and the stock
"quick create" versions of Ubuntu 18.04 and 19.10 as referenced and
selected from the Hyper-V manager. Default options all the way. No
updates installed after initial installation. This machine has AMD Ryzen
7 3800X and 32GB mem

I've had this bug ever since upgrading to Ubuntu 18.10 (i.e. the Linux 5.3
kernel series). However before the 5.3.0-46-generic update (when I was on

changing the screen brightness in the Ubuntu settings does not change the
brightness of the screen.
Changing the brightness for example with the fn keys changes the value in
/sys/class/backlight/dell_backlight/brightness but not the screen brightness

Tried upgrading to kernel 5.3.0-47 which is in the Ubuntu proposed
repository. Still get the freezes, but now it seems that the mouse
pointer doesn't stop--only the interface stops responding for 2-3seconds
and then it all jumps back in action again.
