@Timo I'm not sure if the traceback in the log is related to HDMI not
being available.
I get the same error at every boot, even when w/o HDMI connected, or

I had tried quite a few reboots but the problem didn't (appear to) go
away until I did above. I'm not familiar with the hyper-v modules so I
can't say what I tried will continue to work (or if it was just a
fluke...)

Taking a look at the linked bug (I forgot to mention that plymouth
failed to start as well):
I blacklisted hyperv_fb and explicitly load hyperv_drm in /etc/modules
I also added hyperv_drm into /etc/initramfs-tools/modules.
This fixed both plymouth and the login screen came back as well.
