@Kai-Heng, I've recently reinstalled Ubuntu Gnome and now have kernel
4.13.0-39-generic. Does that suffice? or does it need to be installed
from the link you specified?

It seems this is the same bug for Dell XPS 15 as well. Not always, but
sometimes this happens either using the DA200 adapter (Type-C usb) or
direct HDMI. However, a related bug has been fixed (black screen)* so I
will report back if this still happens on the Dell XPS 15.
