I am having the same problem with the same hardware. On my laptop also it works which is an Intel controller. On every AMD EPYC machine (starship USB controller) I have tried I get libusb timeouts and nothing in the kernel logs. Using a PCIe riser card ASMedia ASM3142 I get the same errors as you.
