The problem does not occur. 'udevadm monitor' reports events for USB
storage devices inserted into and removed from both ports.

The Sony VAIO SVT1313V1ES laptop has a single USB 2.0 port and a single
USB 3.0 port.
Tested booting Saucy as a live image on a USB device. When booting the
live image, if the USB device is in the USB 2.0 port the boot process
will proceed past GRUB. Switching the USB device
