thanks for the hints.
I tried the workaround of disabling secure boot and it did not panic and
the system started.
But I would like to keep secure boot enabled, note that booting 19.10
with the Kernel linux-image-5.0.0-29-generic from 19.04 works properly.

+1, same issue here after upgrading from 19.04 to 19.10 (development).
This is the same spec machine that is listed above: Thinkpad X1 Carbon 7
gen.
note: Kernel panic is before the system asks for SSD password.
