I have the same issue on a Dell Studio 15 with Intel Core 2 Duo T8300 and ATI Mobility Radeon HD 3450. Tired of Win7 I tried last weekend to install various linux distros without success. A friend of mine, after reading this #1861554 bug gave me a pendrive with Ubuntu distro 16.04.1 (LTS) with kernel 4.15.0-54-generic and it worked flawlessly. All releases and distros after that date are useless on my laptop.
