Is the package in xenial-proposed exactly the same as the one in `ppa
:ubuntu-audio-dev/pulse-testing` (based on the version, I'd say so)?
If so, then I've been using it for a few weeks now, and it fixed the
problem for me.

Solves the problem for me (ppa:ubuntu-audio-dev/pulse-testing).
I can't comment on the reliability, since I've tested the procedure only
a few times, but I don't need anymore to perform the
disconnection/reconnection dance.

I've tried the 4.11 (rc8) mainline kernel, and the keyboard/touchpad
work out of the box.
Would be great to have it backported, but in absence of that, it's now
possible (although very awkard due to GUI issues, at least on XUbuntu)
to install [X]Ubuntu on an SP3, then install the 4.11 mainline

Thanks. I've also just noticed (and it's worth pointing out)
Still happening on Ubuntu 16.10 Final beta. Looks like the 16.10 kernel
works on some type 3 covers, but not others.

Same problem here, and the "magic sequence" solves the issue as well.
I had a similar sequence as well (it was using "HSP/HFP" in place of
"off"), which stopped working today.
