It appears that 3.16.0-28-generic fixes this problem so I will not do a full bisect. After successfully booting and decrypting my disks with 3.16.0-28-generic, I have just rebooted to 3.16.0-26-generic to confirm that the issue is still present there. I assume that this issue should now be closed.

Updating the BIOS doesn't change the behaviour described in the bug description. It is still not possible to enter the disk encryption passphrase at boot when running the 3.16.0-24-generic kernel. The keyboard is function (eg ctrl-alt-del reboots the machine when the encryption passphrase screen
