I've been able to replicate the situation with a few different distributions. It seems to only occur with VMs. When I tried 4.18.7 on a bare metal instance, there was no problem. We believe we've isolated the kernel commit that is introducing the problem to 707e7e96602675beb5e09bb994195663da6eb5
