Update to this issue:
The workaround is to enable the SR-IOV in the BIOS. But we are still
investigating this issue since the problem does not manifest in RHEL or CentOS
either in UEFI or Legacy mode. If there's someone who can explain what goin on,
we really appreciate it. Thanks

Public bug reported:
When installing Ubuntu 22.04 via local USB or thru remote Virtual Media
in UEFI mode, the VGA console display will displays black screen after
"Enter" key is pressed to install Ubuntu OS server from grub menu.
In Legacy/BIOS mode, everything works normal as expected.
