Same problem with a simple USB webcam on Ubuntu 20.04.4 LTS,
5.4.0-100-generic x86_64 kernel. I get these kind of messages on dmesg:

  UVC video camera no longer works

Status in linux package in Ubuntu:

Bug description:
  In Maverick, my webcam (Logitech QuickCam Deluxe for Notebooks) worked
  flawlessly.  Now, when I boot up Natty Beta, I get nothing in Cheese.
  In gstreamer-properties, I get
