IOT release of jammy desktop.
I can confirm that installing mutter from jammy-proposed fixed the issue
on my system.

my only information are the failing autopkg tests.
s/python-dev/python2-dev/ probably will help. but then you have to make
sure to call python2 instead of python.
having that converted to python3 would be the preferred option.

I have the same problem on my Lenovo T480s with Xubuntu 19.04. Disabling
Bluetooth helps as a workaraound.
I also tried the mainline kernel 5.3.2 with the exact same result.

A purely speculative assumption:
For some reason, Logitech hardware can immediately go into autosuspend
mode.
To prevent this, you can add the following kernel command line
parameter:
usbcore.autosuspend=-1
