When I start my laptop with AC plugged in, the CPU frequency oscillates around
1.5Ghz, but as soon as I plug some USB device, like an external mouse, the
frequency goes up to the max (3.2Ghz) and stays there, even though the system
monitor tells me that no app is eating
running 5.3.0-52-generic for a couple of weeks I still have occasional hangs,
maybe not triggered by the same things. It seems for instance to happen when I
open a PDF from within chromium-browser.
It lasts 3-4 seconds.

I can repeatedly and consistently hear it on 5.3.0-46, while it's absent in
5.3.0-45.

Maybe it's a different bug, however I think that the bug is still very close.
If you look at the original poster's dmesg output, you see that the freezes
(reported by the "hang" message) also occur multiple times.

makes strong use of the GPU. Here is what happens with two close kernel
versions:
