This exactly describes what I am experiencing on a clean install of 13.10 (also happened on 13.04). Kernel is currently 3.11.0-14-generic When I start shutting down, then close the lid, the computer stays on in a suspended state until I open the lid again, at which point it resumes shutting

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v3.11 kernel[0]. If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'. If the mainline kernel does not fix
