13.1 kernel 3.11 and latest gentoo

latest development release of Ubuntu? ISO images are available from
http://cdimage.ubuntu.com/daily-live/current/ . If the issue remains,
could you please run the following command in the development release
from a Terminal

After switching to any kernel above 3.9.11 my cpu cooler acts like cpu was
overheating, it spins all the time trying to cool down processor even if it's
below 50 Celcius.
The current os is ubuntu 13.10 64
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.12 kernel[0].
If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.
