With Ubuntu 13.10 (3.11.0-15-generic) on a Lenovo T420 I encountered the
same problem. Booting behaviour was erratic, it succeeded roughly every
second or third time. The suggested workaround (kernel parameter
pci=noacpi) works for the moment.

Stefan Born, thank you for your comment. So your hardware and problem may be
tracked, could you please file a new report with Ubuntu by executing the
following in a terminal while booted into a Ubuntu repository kernel (not a
mainline one) via:
ubuntu-bug linux
For more on this, please read
I might be able to set up a T420s that you can SSH into, if that helps?

Olli Helenius, could you please test the latest upstream kernel available (not
the daily folder, but the one all the way at the bottom) following
https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional
upstream developers to examine the issue. Once you've tested the upstream
Olli Helenius, did this problem not occur in a release prior to Saucy?

It did, as documented on #1007138. On older releases, the system would
sometimes boot and sometimes not. #1007138 mentions hanging 9 out of 10
times but I think on raring it hung something like 1 out of 4. This is,
of course, a very rough statistic.
On Saucy, it never seems to boot without
Olli Helenius, just to clarify, I'm asking for you and your hardware,
not someone else, did this problem not occur for you personally in a
release prior to Saucy?

Olli Helenius, did this problem not occur in a release prior to 12.10?
