I have also have a Logitech m560 and found this page useful https://blogs.ethz.ch/daesters/2015/10/24/customize-mouse-m560-on-linux/ If you want to use the sideways movement of the wheel for browser forward and back, instead of the lateral buttons, just replace the 10 and 11 with 6 and 7. One

Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem? Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.11
