i had the same problem with ubuntu 16.04.3, the packages suggested by cpupower
wrapper are installing 4.4 tools (linux-tools-generic -> 4.4.0)
but the wrapper search for tools matching the kernel version
the cpupower wrapper make wrong suggestion, it should be :
