It also sounds like there's a good chance this bug is fixed in the HWE
kernel for 18.04 already. To test that please try booting Ubuntu

Since you said Ubuntu 18.04 is broken and 18.10 works then we need to
identify which kernel version fixed the problem. Per comment #7 we
believe this is probably in the range v4.16-rc1 to v4.18-rc8.
I suggest starting around v4.17. Please download:

Thanks. That makes this bug Fix Released (because it is fixed in some
release, any release). And I think the fix would have been in the
kernel.
