I am having the same issue on Ubuntu 20.04. Card is Intel AC 9560. I am dual-booting WIndows 10 and on Windows, I get consistent top speeds. I performed all tests and changes OP did and I have the same results. Laptop is ASUS FX504GM. What I noticed is that after either unloading/loading the
