I had the same bug on Ubuntu 20.04 with a ThinkPad X230. appearing only in
context of highly interferenced Wifi APs
fixed after disabling wifi powersave by setting wifi.powersave=2 in
/etc/NetworkManager/conf.d/default-wifi-powersave-on.conf
previous log:
NetworkManager[1597]: [] device
What I tried to fix the problem was to set the value of wifi.powersave=2 in
/etc/NetworkManager/conf.d/default-wifi-powersave-on.conf
This didn't help.
It seems that as long as there is an active download, the connection remains
stable.

I don't know which source package to file this against, since I'm not
sure if this is caused by the driver, wpa_supplicant or NetworkManager.
