If end user install nvidia driver using 20.04.2 stock image without
connecting network and they will get the 5.6 oem kernel + 5.6 nvidia
driver (linux-modules-nvidia-*).

After the installation, the user will get 5.10 kernel + nvidia pre-
signed 5.6 driver after dist-upgrade.

It will cause there is no nvidia driver in the system.
