I have replicated the issue. Whilst logged into kernel 5.13.0-40-generic I removed power cable for a minute or so, re-inserted power cable and my battery indicator showed 96% and not charging. Restarted machine logging into kernel 5.13.0-39-generic and the battery indicator shows 100% and
