Daniel, very good hint, it works when holding [Fn] down.
Then I can also toggle the function keys action by pressing [Fn]+[ESC] (that
has a small Fn lock icon painted on it), did not even know about this.

keyboard issue. Did you try holding down Fn while pressing the
brightness keys? It might just be in Fn-lock mode.
