I have very slow wireless download speed (normally 10 to 200 kb/s) in
Ubuntu 24.04, 6.6.0-14-generic — nothing specific to this version, just
mentioning it for completeness.

Occasionally it will be faster for some minutes, but usually I'm stuck
with those values.

The weird thing is that upload speed is always fine, between 2 and 8
Mb/s:

The same issue exists with Iwd or Debian. In Windows, however, I get
consistently 20 Mb/s download speed, so this is not a hardware issue.
Also to work around that I tether my mobile phone to the computer via
USB, which also works well.
