I found a way to write an udev rule to make the hid2hci switch. I took
/lib/udev/rules.d/97-bluetooth-hid2hci.rules as a template and copied it

Ok that does not really tell us anything more. So, debug time. Could
you test the kernel below, you can run it in the 13.10 userspace no
problem. Could you boot this kernel and get a dmesg output from it
(which should contain additional info on why it fails). Kernels are at

Just what I was going to suggest. Maybe you can find a true USB-2 card
somewhere else.
You can try building a kernel with the attached (untested) patch. It is
a partial fix for a bug in the xHCI driver, and it might solve your
problem on the USB-3 ports.
