[Impact]
Some PCI device are not power managed by system firmware get runtime suspended
incorrectly. In this case it's an xHC device, which can't be woken up by
plugging USB device.
[Test]
With the patch, the xHC no longer get put to suspend incorrec
Rfkill key produces 2 events: keyboard and one, that should be handled
by dell-wmi.
Hwdb record is for keyboard event. Release emulation is required, at
least for my model. Otherwise evtest shows only 1 EV_KEY event.

New theory: The monitor must be on, booted up and still not in sleep
mode when the HDMI USB-C adapter is attached to the laptop. I could get
the correct resolution already twice with this procedure.
