This is probably the same as bug #1871867, can you confirm? I've had this bug ever since upgrading to Ubuntu 18.10 (i.e. the Linux 5.3 kernel series). However before the 5.3.0-46-generic update (when I was on 5.3.0-45-generic and earlier versions), I had this issue (freezes of around ~10s)
