Title:
linux-azure: Fix NUMA node
Validated for Ubuntu Bionic with the current HWE kernel from bionic-proposed.
Tested on a 10G NIC that's affected by this patch (device ID 0x0903). iperf3
shows that we're able to almost saturate the NIC successfully in both standard
and reverse sender mode:

NVIDIA A100-80GB GPU fails to initialize in R750xa, BAR Address setup

Identified this issue in Focal starting with the update to 105 kernel.
Constant soft lockups then freezing when kauditd/auditd exceeded backlog
limit. Due to DoD requirements, all systems set to audit=1 in kernel
boot options and have stringent list of syscalls/binaries/files that are
audited.

I have usb bluetooth 5.0 dongle which uses Realtek RTL8761B chip.
0bda:8771 Realtek Semiconductor Corp. Bluetooth Radio
USB adapter very often stops working, can't connect or find other
bluetooth devices. The adapter can't work even after reboots.
