I have seen some customers using out of tree MOFED drivers from the
Mellanox website that have been out of date, and being able to reproduce
this on newer kernels like 4.15.0-66. Upon updating to newer MOFED
drivers or revertin

5.3.0-24 fixed this issue for me.
BTW, system with i7-4790 was affected, while i7-3820 was NOT affected. was
tested by attaching the same disk to both computers.

I guess you mean "there is only one PPL in the CPU, all cores get the
resulting clock". This would mean the readout of i7z in the idle case,
