Here is my analysis, the hardware disapears from kernel log and lspci
output, it has two possiable causes:
1, BIOS issue
2, kernel driver issue
I asked you to test 3.13.0-031300 kernel, which has no O2Micro
initialization codes, the result turns out the hardware won't disappear.

in stock Ubuntu by default, and the quantal kernel which this bug is
reported on, is EOL. Set this bug as Won't fix.
