Ok, skimmed through the changelog, and looks like the .zstd compression is expected. The issue seems to be that in my case, it's expecting to find intel/ibt-19-0-4.sfi, but that's no longer included - with or without a .zstd suffix. Seems we no longer include anything above ibt-18-{xxx}.
