Have a look at bug report 1193147. Maybe, you can change
/lib/udev/rules.d/95-keyboard-force-release.rules and change the line
ENV{DMI_VENDOR}==Dell Inc.,
ATTR{[dmi/id]product_name}==*Latitude*|*Precision*, RUN+=keyboard-
force-release.sh $devpath dell-touchpad
to
ENV{DMI_VENDOR}==Dell Inc.,

Do you use zram? Did you install the zram-config package? If yes, remove
it. This was the issue on my Dell laptop.

Waking from Hibernate results in soft lockup - CPU#
Public bug reported:
The config option CONFIG_ARPD is needed for opennhrp to work properly.
This option was enable in Saucy kernels the first time, and noone whined
about it.
At https://lists.ubuntu.com/archives/kernel-
team/2013-August/032046.html, Tim Gardner suggested to ask for an SRU.
So,
This really needs some attention. USBIP will be moved out of the staging
area in kernel 3.17.

You must install the linux-tools-generic package which provides right
packages. There's usbip and usbipd included
(http://packages.ubuntu.com/utopic/amd64/linux-
tools-3.16.0-23-generic/filelist).
@Tim Gardner: shouldn't the usbip package be removed from the repository
@Tim Gardner: could it be that there's a missing line in
debian/rules.d/3-binary-indep.mk?
after ifeq ($(do_tools_common),true), you install the usbip client,
but the usbipd daemon is missing. I think, there should be a line
install -m755 debian/tools/generic $(toolsbin)/usbipd.

Tim, maybe a transitional usbip package could be pushed to utopic which
installs linux-tools-generic.

Hmm, I applied the patch to the Ubuntu 3.13 kernel, but it doesn't
generate an event on hotkey #3.
Do I have to backport more patches to 3.13 to get it working?

Could you maybe attach a patch here? I'm not sure what to change in
dell-laptop.c based on Michał's email. Thanks!

For documentation purpose, to get the "Dell support center" key working,
you can add the following file and content:
$ cat /etc/udev/hwdb.d/01-dell.hwdb
# Dell v131
