I did installed 3.16-rc7 Kernel and tested about 10 days, and it seems there 
are no problems related to USB connectivity. 
Everytime I boot or reboot my machine I can use my USB keyboard and mice.
Do I need to bisect kernels in order to find when such fix is occured?

Restarting does not help, but shutdowning my laptop and booting again it 
usually works perfectly.
(Sometimes cold boot won`t help too, then try again then it is works.)

Sorry for re-opening this bug, but I think it is not fixed yet. (or
Ubuntu`s xserver-xorg-video-intel is latest in upsream. I heared that
2.99.912 is released in June 10th.)

Maybe this will help for debuging. (I got gliches 3~4 times per day.)

Do I need to test lastest one by using xorg-edgers ppa ?

Public bug reported:

I upgraded Ubuntu from 13.10 to 14.04 64bit yesterday, and I`m using
wireless mouse which has a dedicated transmitter.(Not Bluetooth)

There is no problem with my mouse before reboot my laptop. But, when I
reboot my laptop, my wireless mouse doesn`t recogniged. (Also unusable)

Mouse is worked correctly whenever I reboot or not when I use Ubuntu
12.04 LTS, or 13.10.

Bug description:
  I upgraded Ubuntu from 13.10 to 14.04 64bit yesterday, and I`m using
  wireless mouse which has a dedicated transmitter.(Not Bluetooth)

  There is no problem with my mouse before reboot my laptop. But, when I
  reboot my laptop, my wireless mouse doesn`t recogniged. (Also
  unusable)

  Mouse is worked correctly whenever I reboot or not when I use Ubuntu
  12.04 LTS, or 13.10.
