I apologize for the post, should have done some reading on the comments
first. The 4.15.0-45-generic kernel linked to in the 3rd post does
indeed solve my issue, so it looks like they are aware of exactly what
caused this issue and it'll be fixed in future kernel updates.  It's
interesting it only seems to affect Dell laptops and docking stations
though, maybe Dell has done something weird/proprietary again.

I apologize for the post, should have done some research first. This bug
is indeed a duplicate of bug #1813663 and in the 3rd post of bug
#1813663 there is a link to an experimental 4.15.0-45-generic kernel
that removes a specific change that was made in 4.15.0-44-generic,
something to do with i915 I believe.  Anyways that experimental
4.15.0-45-generic kernel with that one fix reverted seems to work just
fine.

  Dell Precision 5520, as soon as I connect the Dell Thunderbolt Dock
  TB16 the screen flickers, blanks and freezes... :-( I have to perform
  a "hard shutdown" (long press the power button) to halt.

  On previous kernel (4.15.0-43) the screen flickers 2 times but
  everything is good after that. For now, I have to hit Esc on startup
  to enter Grub and boot the this old kernel.

  Please give us a working kernel update... very soon ;-)

I can confirm I'm having the same problem with a Dell Precision 5510
laptop. I have traced the problem to the startup item "/usr/lib/x86_64
-linux-gnu/cinnamon-settings-daemon/csd-xrandr" it seems xrandr is
freezing the system when it boots up connected to a Thunderbolt 3 Dock.

If I disable that startup item, I can boot up while docked just fine, I
just can't change my monitoring configuration around. If I boot up using
the 4.15.0-43-generic kernel, that startup option works just fine and
everything works.

Somehow linux-image-4.15.0-44-generic has changed how the video card
works with Dell laptops and Thunderbolt 3 docks; as soon as xrandr tries
to fully initialize the graphics cards everything freezes up.

I am running Ubuntu 16.04 on a Dell Precision 5510 Laptop and it has
integrated bluetooth. Whenever I toggle on Bluetooth I get the same
error:

Ok so I traced this to occuring after you install the nvidia driver.
Using the intel card or the nouveau drivers the kernel log was clean. It
was only after installing nvidia drivers (I tried various versions, from
367 up to 375) that I saw that in the kernel logs.

Either way, for me it does not seem to be actually affecting anything.
My laptop (Precision 5510) is able to drive the external 4k monitor as
well as its normal 4k screen. It's also able to push sound to the
external 4k monitor (has built in speakers). So sound is working and so
is the resolution. This error, while definitely concerning (and it
definitely went away when I upgraded to the 4.8.x kernel), doesn't seem
to actually affect me negatively.

Additionally, I downgraded back to the original Ubuntu 14.04 based image
Dell officially released the Precision 5510 with, to see if they'd
custom patched the older kernel or anything, but they hadn't. Same error
shows up in the kernel logs on the 14.04 distribution Dell included with
the laptop. So they didn't see a need to fix it there either.
