I can confirm that removing linux-image-extra keeps the inintramfs image
intact now.

  Situation: linux-image-X-generic and linux-image-extra-X-generic are
  both installed

  When you remove linux-image-extra-X-generic (e.g. switching from -generic to 
-virtual) /boot/initrd.img-X-generic is deleted in 
linux-image-extra-X-generic's postrm script.
  This results into broken boot. At least when / is on LVM etc.

This happened with linux-image-extra-3.13.0-36-generic 3.13.0-36.63 but
the code in postrm is also present in the latest utopic kernel.
