Unable to confirm bug.
Yesterday I mistakefully turn off computer during instalation of
upstream kernel. May be You call me wrong, but it's done. Today I can
not install downloaded upstream kernel, so I reinstall Ubuntu. And there
is not a bug with keyboard.
But this bug follow me in stable for

If I launch Ubuntu and make a entry from keyboard it gets chars like on
English keymap. I have to turn keyboard by switch in right-top corner to
En and again to Cs. After I can write in my national keyboard keyset
