Several process cannot get stopped including systemd -- also sd_[something]
I get an injunction to do:
echo 0 > /proc/sys/kernel/hung_task_timeout_secs

but I understand it is only to silence the warning...

  System hangs on reboot and shutdown

Bug description:
  After upgrading from kernel 5.13.0-22-generic to 5.13.0-23-generic,
  the system cannot be powered down or rebooted, just hangs
  indefinitely.

  I can restore the previous behavior (i.e. a correct shutdown) with
  choosing the previous kernel in the grub menu on boot.
