Unfortunately I don't feel like I have enough understanding of why
things are working for you given the versions you are dealing with. The
whole thing seems like a complex compatibility matrix of client version,
server version, and negotiated SMB protocol version. I've seen enough
code changes and
I kept digging into my specific issue, and now have to add a 4th
dimension to the matrix of variables to consider that can affect modtime
preservation: Samba configuration values. Here are the details.
For my issue, modtimes are not preserved on Synology devices due to the
Synology's default SMB

How i fixed the issue was simply reinstalling the OS, i had no personal
files installed onto it, only on the windows dual boot side, so that had
fixed the issue for a while, but after rebooting just after a day of
running the reinstalled os, the bug was back, and simultaneously several
other bugs

Title:
General Performance Is "slow"
More to the point, implementing this would give snaps the ability to add
fine-grained network permissions for plugs, and this would suddenly make
snaps a very attractive alternative to Docker images for server apps. I
think this should be considered for priority.
