I've worked around this issue in Kubuntu Utopic 14.04 with kubuntu-
settings 1:14.10ubuntu3 [1]

It would be awesome if someone from the foundations team could have a
look into why Ubuntu can't switch back to CFQ.

  Userland depends upon the idle feature of the CFQ scheduler, this can
  lead to extreme desktop sluggishness with the default deadline
  scheduler due to IO blocking.

  In my case, the KDE baloo indexer was indexing all of my files, and
  making other desktop processes block.  The baloo processes are set to
  idle IO priority to avoid this problem but this was not being honored.

  From the information I have found online and in the ionice man page,
  the idle priority only is useful with the CFQ scheduler.

  KDE Baloo indexer sets it's processes to use idle priority

  the man-db cronjobs also use idle priority

This could be a Kubuntu specific thing ( Where Kubuntu would be the only
consumer of CFQ ). Kubuntu could potentially do this via a udev config
rule ( something like the one mentioned in http://askubuntu.com/a/473992
)

  [MacBookPro8,2] Trusty linux kernel 3.12.0-2 doesn't boot

Status in “linux” package in Ubuntu:
  Incomplete

Bug description:
  After upgrading from Saucy to Trusty, the 3.12.0-2 kernel doesn't
  fully boot on my machine. I have to use the older 3.11 kernel to boot.
  The 3.12.0 kernel tries to boot but then seems to fail at some stage.

  WORKAROUND: 3.13.0-5-generic boots fine if I pass:
  radeon.modeset=1 i915.modeset=0

  After upgrading from Saucy to Trusty, the 3.12.0-2 kernel doesn't

  After upgrading from Saucy to Trusty, the 3.12.0-2 kernel doesn't

  After upgrading from Saucy to Trusty, the 3.12.0-2 kernel doesn't
  fully boot on my machine. I have to use the older 3.11 kernel to boot.

This also blocks a imminent release of powerdevil on the KDE side. The
current Powerdevil 1.x series will be EOL'd causing Trusty to ship a
package that is not supported by upstream. Since we're in the middle of
the trusty cycle, can we evaluate moving to bluez5 or maybe even a
separate bluez5 which doesn't meddle with the current bluez package?

  Trusty linux kernel 3.12.0-2 doesn't boot on Macbook Pro 8,2

Bug description:
  After upgrading from Saucy to Trusty, the 3.12.0-2 kernel doesn't
  fully boot on my machine. I have to use the older 3.11 kernel to boot.

  The 3.12.0 kernel tries to boot but then seems to fail at some stage.
