The generic version of the package linux-tools-5.15.0-27-generic, doesn't have that file and installs without problem but the lowlatency version seems to erroneously pack that file which leads to a clash with linux-tools-5.15.0-27. This happens when a low latency kernel is installed without trying to install anything else, just by updating the system. Resetting pulseaudio with pulseaudio -k makes no difference, removing the user pulseaudio config and killing / restarting the server as explained in some troubleshoot guides doesn't make any difference either. The only solution seems to be to restart the computer. This is happening in two different computers recently updated to 20.04 from 19.10 one of them and from 18.04 the other. I am using "Linux 4.10.0-35-generic #39~16.04.1-Ubuntu" and I have the same issue with the Bluetooth. I replaced the file: /lib/firmware/intel/ibt-hw-37.7.10-fw-1.80.2.3.d.bseq as mentioned in a previous comment. The problem has been fixed.
