The patch was never merged. The big was closed because there was an improvement in 4.17.5, and it seems like many reports like these are just closed, and never fixed. This issue still very much exists in 4.19. Some observations: This issue gets more apparent when you have less physical memory

Sitting here with a whole bunch of tabs open in YouTube. Memory used is 3.5 out of 3.7. Swap is now 760 megabytes. This is after my system has been left untouched for about 10 mins now. CPU usage is anywhere from 30 to 60%. It unfroze about a minute ago, but is still super slow, and it refroze
