just tried older kernel (Linux 3.16.0-39-generic):

So looks like kernel problem. Any thoughts about this issue?

I never experienced any slow-boot problems before on the same hardware
on 14.10. Just upgraded to 15.04 today and boot time increased

  Symptoms: After a few minutes, the WiFi connection to my home router
  first becomes slow (packet loss), then entirely unusable. NetWork
  manager still shows the connection as up and working.

  dmesg shows messages like these:

don't observe any issues, so I can rule out the router(s) as the culprits.

  I'm using a Dell XPS 13 Developer Edition with Raring.

  When using an external monitor I've changed the power settings to do
  nothing when I close the lid of my machine. This works fine. However,
  the following lines get sent rapidly (150 messages per second) via
  rsyslogd to kern.log:
