While we don't have access to the specific sku of Dell 7390 in bug
1849947, and PSR has been disabled since all 5.0 Ubuntu kernels and up,
and the platform team has planned to bring up official support to PSR in
5.10 or so, a quirk for this platform is suggested for kernels in Focal
and up until
