The update I never did post:
workaround script in bug 1054732 tried (no help), update to newer kernel worked
before I'd finished the bisect.
This bug (bug 1055753) reappeared with same symptoms with 13.10 kernel
(3.11.0-4-generic) and reported as bug 1219174.
I'll reference this bug there, leave this as Expired.

Title:
  [Dell Inc. MP061] suspend/resume failure

Status in “linux” package in Ubuntu:
  Expired

Bug description:
  updated to 12.10, tried hibernate again.
  I had not worked before, so not surprised it still does not.

  Somewhere in upgrade dialogs I was nagged that resume=/dev/sda2 was not as
safe as UUID,
  so I modified /etc/default/grub to use UUID.
  This seems to be passed correctly:

  $ cat /proc/cmdline
  BOOT_IMAGE=/boot/vmlinuz-3.5.0-15-generic
root=UUID=fe0028ac-92b7-4340-b092-114dfc31cb56 ro
resume=UUID=d707be1e-544c-4221-83c5-f03140c655a5
