  usb 2.0 ports are not working - Ubuntu 13.04

Bug description:
  I have a Sony Vaio SVT131A11L laptop. The usb 2.0 ports are not
  working, but the USB 3.0 port does. They appear in lspci and lsusb,
  but devices connected to them do not work. There are no messages in
  dmesg when something is plugged into the 2.0 port.
