I'm using Ubuntu 13.10 and upgraded from kernel "3.9.0-4-generic" to 
"3.11.0-4-generic" on my Notebook (hp tm2-2010eg).
With the kernel 3.11.0-4 most of my devices aren't recognized:

Ubuntu-Kernel between 3.9.0-4 and 3.11.0-4 jet.
But I tried Mainline-Kernel 3.11 rc5 
("linux-image-3.11.0-031100rc5-generic_3.11.0-031100rc5.201308112135_amd64"). 
The symptoms didn't happen there.

So: It's either a Ubuntu-Kernel configuration or
It was introduced between 3.11 rc5 and 3.11.0-4
