I have same problem with my M510 mouse and K340 keyboard. After 12.04
64bit upgrade to 13.10 64bit - mouse and kbd was very very laggy.
Solution for me was:
sudo sh -c 'echo options drm_kms_helper poll=0 /etc/modprobe.d/local.conf'
sudo update-initramfs -u
