it's connected to another computer (under Windows).
when this computer powers up/wake up, link not estabilished (in ~ 30% cases).

I have this problem since ubuntu 10.04. Currently using 12.04 with kernel
3.8.0-35-generic #50~precise1-Ubuntu

that is strange that my card is 8168, but driver 8169 is used.
lsmod |grep r816
r8169                  68904  0 

possibly similar issue

me NIC is slightly different and except that issue appears to be fixed.
